Researchers have voiced their opposing viewpoints regarding bureaucracy based on positive and negative implications. Hummel (1987) stated that bureaucracy should not survive since the modern institutions and organizational structures are based on team work and communal system of principles which necessitate increased effectiveness in communication and consumer satisfaction. On the other hand, Goodshell (1985) seeks the preservation of bureaucracy as a social asset due to the delivery of goods and services in a fair and just manner. Bureaucracy is also considered to be an instrument and a rational tool for implementing the orders of leaders who have been elected. From this outlook, it considered to be an efficient system of machinery to guarantee the implementation of scheduled tasks and assigned jobs which are measurable on the efficacy of the desired rationale (Olsen, 2006). Bureaucratic organizations enable the identification and legitimate utility of power and sources by determining the people, time and place when they can be utilized. Additionally, a bureaucratic structure ensures adherence and allegiance to commands and regulations by mangers and leaders in senior positions who are deemed to be trustees of the professional order (Olsen, 2006). Research confirms the positive impact of bureaucracy in organisations and its apparent contribution to harmony and synchronization of operations which assume high degree of accuracy and pace, especially in government organizations (Olsen, 2006).
